A bathroom that stops being the hardest room in the house

Most of these projects start the same way: someone can no longer step over a bath rim safely, and the only shower in the house is above it. The Housing Adaptation Grant for People with a Disability exists for exactly that — converting a bathroom to a level-access wet room, fitting a walk-in shower, or building a downstairs bathroom where stairs have become the obstacle. The grant needs a quotation; the household needs the work done without months of disruption. WEPRO handles both, from Tralee.

Who qualifies for the bathroom grant

Eligibility is decided by the local authority — this is what the published scheme conditions say to check first.

You are likely in scope when

  • The work is needed because of a physical, sensory, mental health or intellectual impairment.
  • The property is your main home, in Kerry, and Local Property Tax is up to date.
  • Gross household income for the previous tax year is €75,000 or less.
  • The works are reasonably necessary to make the home suitable — a level-access shower or wet room where bathing is unsafe, an accessible WC, a downstairs bathroom, wider doorways.
  • An occupational therapist or doctor's report supports the works where the council asks for one.
  • The application is approved in writing before any work begins.

What rules it out

  • Households with gross income above €75,000 for the previous tax year.
  • Work already started or completed before written approval.
  • Cosmetic upgrades — a new suite, retiling or a bigger mirror on their own are not adaptation works.
  • Properties where Local Property Tax is outstanding.

Since 1 December 2024 some social welfare payments are excluded from the income calculation, and allowances of €6,250 apply for each household member aged 18–23 in full-time education and where the grant applicant is cared for full time by a relative. A related scheme, Housing Aid for Older People, pays up to €10,700 for essential repairs where the owner is aged 66 or over. Kerry County Council confirms which scheme fits your circumstances.

Step by step

How a Kerry bathroom adaptation application runs

  1. 1. Talk to the council first

Kerry County Council's housing grants section issues the application form and tells you whether the Housing Adaptation Grant, the Mobility Aids Grant or Housing Aid for Older People is the right scheme for the work you need.

  2. 2. Get the occupational therapist report

Where the council requires one, an OT assesses the person who will use the bathroom and specifies what the room actually needs — turning space, transfer space, seat and rail positions, drainage falls. A doctor's report is required alongside it.

  3. 3. Get the works quoted

The council assesses written itemised quotations. WEPRO surveys the room, prices the OT's specification line by line and states clearly what is included and excluded, so the figure on the form matches the job that gets built.

  4. 4. Submit the application

Form, OT and medical reports, quotations, proof of income for the previous tax year, Local Property Tax confirmation and the contractor's tax reference details go to the council together. Incomplete files are the main reason these applications stall.

  5. 5. Approval, then the work

Wait for the written approval before anything is ordered or stripped out. Once it lands, the room is booked into the programme with dates agreed in advance — this matters when the household is living around one bathroom.

  6. 6. Completion and payment

The council inspects, and the grant is paid after the work is finished and the paperwork is complete. Invoices and completion documents for regulated work are prepared as the job runs, not afterwards.

The contractor's side

What WEPRO takes on

The household deals with the council and the occupational therapist. WEPRO carries the parts a contractor should carry — and works around the fact that this is often the only bathroom in the house.

01

A quotation the council can assess

The OT specification priced line by line, with inclusions, exclusions and client dependencies written down. If the council queries an item, there is a line to point at.

02

The build, done properly

Level-access drainage and floor falls, full membrane tanking, anti-slip R10/R11 porcelain, glass screens, and grab rails and shower seats fixed to noggins that will actually take load. Electrical work assigned to a registered contractor where required.

03

Dates you can plan around

A standard bathroom is 5–7 working days. The start date, the room-out-of-use window and the completion date go in the written scope, because a household with one bathroom needs to know exactly how long it is unavailable.

04

Completion paperwork

Invoices, photographs and the completion documents for regulated work, collated for the council's inspection and payment.

Where the line sits

A renovation contractor is not a grant agent. These boundaries keep the scope accurate and keep you dealing directly with the people who actually decide.

The household applies

The applicant signs the declarations and communicates with Kerry County Council. WEPRO supplies the contractor quotation and documentation.

The occupational therapist specifies

Clinical need, layout requirements and equipment are the OT's professional judgement — WEPRO builds to that specification rather than substituting for it.

The council decides and pays

Eligibility, the percentage awarded, the inspection and the payment are entirely the local authority's decisions.

No approval guarantee

A written quotation does not guarantee grant approval or the amount awarded, and work started before approval is not funded.

Before and after — bathrooms rebuilt around access

Real WEPRO bathrooms. The same principles apply to an adaptation: get rid of the step, tank the floor properly, and use tiles that stay safe wet.

Frequently asked questions

The Housing Adaptation Grant for People with a Disability pays up to €40,000, or 100% of the approved cost, whichever is less. The percentage depends on gross household income for the previous tax year: 100% up to €37,500, 85% to €43,750, 75% to €50,000, 50% to €62,500 and 30% to €75,000. No grant is payable above €75,000.

Converting a bathroom to a level-access wet room or fitting an accessible shower is standard adaptation work where it is reasonably necessary for a person with a disability. The council decides what it will fund, usually guided by the occupational therapist's report, so get the specification agreed before pricing the job.

The Mobility Aids Grant is a smaller, simpler scheme paying up to €8,000 for basic works such as an accessible shower and grab rails, and it is limited to households with gross income of €37,500 or less. The Housing Adaptation Grant goes up to €40,000 and covers wider works. Kerry County Council will tell you which one fits.

For most bathroom adaptations, yes — the council asks for an OT assessment along with a doctor's report to establish what the works need to achieve. The OT report also makes the contractor quotation far more accurate, because the room is priced against a real specification.

No. Work started before written approval is not funded. That rule applies to ordering materials and stripping out, so it is worth confirming your position with the council in writing before anything moves.

WEPRO's confirmed programme for a standard bathroom is 5–7 working days, and a straightforward level-access conversion follows the same sequence. Where the room needs a new floor build-up, a re-routed waste or a wider door, it takes longer, and that programme is set in the written scope after the survey. Where a household has only one bathroom, say so at survey stage: the sequence is planned around it and the out-of-use window is agreed in advance rather than discovered mid-job.

The grant is paid to the applicant by the local authority, after the works are complete and inspected. The household pays the contractor under the construction contract, so agree payment terms in writing that account for the gap.

Ask the council directly. The scheme rules turn on tenure and property type, and Kerry County Council's housing grants section will confirm what applies to your situation before you commission any reports or quotations.
